Putin instructed to ensure “human conditions” in the winter for residents of the DPR and LPR

Residents of the DPR and LPR must spend this winter in “normal, human conditions,” said President Vladimir Putin at a meeting with Deputy Prime Minister Marat Khusnullin.

Putin noted that Russia, in connection with its “international obligations” helps the DPR and LPR, “carries out a special military operation.” “But, unfortunately, this is also associated with great costs, I must say frankly, with great trials for the people who live there, with destruction,” — said the president.

According to him, the leadership of both republics asked Russia to help with the restoration of houses, social and engineering infrastructure. In this regard, Putin asked Khusnullin to work out these issues in contact with the DPR and LPR.

“Moreover, now is the height of summer, but still, winter is also just around the corner, and it is necessary that people spend this winter in normal, human conditions, in order to then calmly go to construction and, accordingly, to receive decent housing for people.” ;,— said the president.

The DPR and LPR have repeatedly complained about problems with water, gas and electricity. In particular, in March, after the South-Donbass water pipeline was damaged by artillery fire, residents of part of Donetsk districts were left without a central water supply. In order not to waste the remaining water supplies, the local authorities then decided to turn off the heating.

As the first deputy head of the presidential administration, Sergei Kiriyenko, said, Russian regions will take patronage over the regions of the Donetsk and Lugansk People's Republics. According to him, this decision was made by the president.

As RBC calculated, at the beginning of July, more than 30 Russian subjects agreed to help in the restoration of the affected areas of the Donetsk and Lugansk People's Republics. A number of regions, in particular the Leningrad and Saratov regions, use budgetary funds to help Donbass. Among them is also Moscow, which, according to RBC sources, will take patronage over Donetsk and Luhansk.

Other regions, such as the Bryansk and Vladimir regions, are attracting business to resolve the issue. The funds are promised to be directed primarily to the restoration of infrastructure and social facilities. According to Khusnullin, there are almost 4,000 such facilities in total, and the key issue is “labour mobilization.”

The Ukrainian authorities consider the lost territories to be occupied and have announced their intention to return them. Moscow called Kyiv's recognition of the sovereignty of the DPR and LPR, as well as the status of Crimea, a fundamental issue for concluding a peace agreement.
