How much do they plan to increase the scholarship for students?
The State Duma proposes to increase the amount of scholarships for students. The corresponding appeal was sent to the head of the Cabinet Mikhail Mishustin. This is reported by Izvestia, referring to the data of the first deputy chairman of the State Duma Committee on Education Yana Lantratova.

The author of the initiative, Yana Lantratova, proposes to raise the amount of scholarships to the level of the minimum wage of the constituent entity of the Russian Federation in whose territory the educational institution is located. She sent a corresponding appeal to the government with a request to support the initiative when considering the budget for 2023.
The deputy also proposes to index scholarships at an inflation rate of 8.6% in 2022, by analogy with insurance pensions.
What is the minimum wage in Russia now?
From June 1, 2022, the level of the federal minimum wage increased by 10% and amounted to 15,279 rubles. Previously, it was set at the rate of 13 890 rubles.
Note that the amount is 15,279 rubles — this is the federal minimum, the regions may have their own amounts, that is, above the established norm.
What is the scholarship from September 1?
The deputy noted that every year scholarships in Russia are indexed to the forecast level of inflation. In 2022 and 2023, it (the level) is planned in the amount of 4%. This means that from September 1 the basic amount of scholarships for university students will be 1755 rubles, and students of colleges and schools — 638 rubles. As for state scholarships, for university students it will be equal to 2634 rubles, students of vocational schools— 958 rubles, the text of the appeal says.
Why do they want to increase the size of the scholarship?
Despite the fact that students are “a category of citizens no less in need of financial support” , their scholarships were not indexed by 8.6%, as is done for insurance pensions, Lantratova says.
In addition, she noted that the size of the consumer basket of able-bodied adults (in 2022 is 10,800 rubles) and the subsistence minimum (for the able-bodied population — 15,172 rubles) significantly exceed the level of scholarship payments.
"B  In Soviet times, a student was modest, but could live on a scholarship, focusing exclusively on his studies. Now this money will only be enough to pay for a travel card and so, on trifles. Without parental support, and not everyone has it, the student is forced to combine work with study, which negatively affects the quality of the education he receives, — lamented the parliamentarian.
Lantratova also added that some of the students leave the institute altogether, because due to additional earnings there is no more time left for study, but “you need to live somehow.”
How did the government comment on the initiative?
The Cabinet of Ministers replied to the publication that the appeal had already been received by the apparatus and “will be sent to the Ministry of Education and Science for study.”
