Yevgeny Makarov, who was a victim in a criminal case of torture in correctional colony No. 1 of the UFSIN in the Yaroslavl Region (IK-1), died at the age of 29. On June 29, 2017, in the educational work class of IK-1, Makarov (convicted of intentionally causing grievous bodily harm) was severely beaten by the staff of the institution. Almost a year later, a recording surfaced in the media, in which, for ten minutes, the FSIN officers beat the prisoner with rubber truncheons on the shins and heels. In total, 864 blows were inflicted on Makarov's body. As it became known, the video was filmed by one of the participants in the massacre — Sergey Nechaev.

After the video was distributed on the Web, the Investigative Committee of Russia (TFR) opened a criminal case on abuse of power. The defendants in the case were 13 employees of the Federal Penitentiary Service of Russia in the Yaroslavl region. In November 2020, the Zavolzhsky District Court of Yaroslavl sentenced 11 employees of the Federal Penitentiary Service who beat Makarov to real terms from three years to four years and three months.

As for the leadership of IK-1, two of them were unexpectedly acquitted in connection with no crime event. They turned out to be former acting head of IK-1 Dmitry Nikolaev and his deputy Igit Mikhailov.

Criminal case of FSIN officer Sergey Efremov was allocated to a separate proceeding, since he admitted his guilt and expressed a desire to cooperate with the investigation. In early 2020, the court sentenced him to four years in prison.

When was Makarov released?

Makarov was released on October 2, 2018, the newspaper reports. In 2020, a man stole two bicycles. A criminal case was opened against him again. In May 2021, the court sentenced him to two years of probation.
