A draft of sanctions against the hierarchs of the Russian Orthodox Church and Patriarch Kirill was submitted to the Rada
The deputies proposed to impose sanctions on representatives of the Russian Orthodox Church, including Patriarch Kirill of Moscow and All Russia
A group of deputies of the Verkhovna Rada submitted to the Ukrainian parliament a draft resolution on the imposition of sanctions against representatives of the Russian Orthodox Church, who “repeatedly publicly supported” Russian military operation in Ukraine. The document is posted on the website of the Ukrainian Parliament.
The list of persons against whom it is proposed to impose sanctions includes:
- Patriarch Kirill of Moscow and All Russia;
- Head of the Department for External Church Relations (DECR) of the Moscow Patriarchate, Metropolitan Hilarion of Volokolamsk;
- Deputy Chairman of the DECR MP, Archpriest Nikolai Balashov;
- Metropolitan of Pskov and Porkhov Tikhon (Shevkunov).
According to the document, the Verkhovna Rada must submit proposals on restrictions on these persons to the Council of National Security and Defense of Ukraine (NSDC) for consideration. We are talking about blocking their assets in Ukraine, limiting any trading operations with them, limiting the issuance of cash on payment cards, stopping cultural exchanges and scientific cooperation with their participation, refusing to provide visas, canceling official visits, depriving state awards and banning the acquisition of land plots.
The explanatory note states that such measures “will help reduce real and potential threats to national interests, information security, sovereignty and territorial integrity of Ukraine.”

The document also proposes that the government of Ukraine, within two days from the date of publication of the law, “take the necessary measures to dispose of real estate and movable things” that are at the disposal of organizations whose activities are prohibited by law.
On February 24, Russia launched a military operation in Ukraine, the purpose of which is the demilitarization and denazification of the country. On the day of the outbreak of hostilities, Patriarch Kirill of Moscow and All Russia called on all parties to make efforts to avoid civilian casualties. Later, he stated that the conflict between Russia and Ukraine was being fomented by external forces in an attempt to divide “one people”.
After the start of the military operation, the mention of Cyril during divine services was stopped in Sumy, Zhytomyr, Ivano-Frankivsk and some other dioceses of the Ukrainian Orthodox Church. Patriarch Kirill, in response, accused the UOC priests of weakness, but noted that this did not offend him.
